PhotoScape X is a free/cheap photo editor that combines the ease Instagram with the power of LightRoom. You can make changes to a photo simply adding a filter for some pop, or you can dive deep and make lots of manual adjustment.

In many ways it remind me of Google Photos, but more powerful. The ability create masks to make an adjustment to one part of the image is very helpful. It is not as good as LightRoom but it doesn’t cost anything.

If you want you want you could purchase to Pro version for $39.99. Pro get you some more filters as far as I could tell. I’ll have to work with it awhile to see if it is worth it.
