Yes you can make free unlimited free calls using your Google Voice number, an old cellphone, Google Hangouts app and the Hangouts Dialer app. While connected to wifi simply open the hangouts app on you phone, select a contact to call or press the keypad icon on the top-right side then dial a phone number.
